Housing and Moving

Information below helps you looking for your own apartment (*i.e. when you do not apply for university dormitories or moving out of the dormitory).
Check the procedure for moving out at ward offices (= Change of Address: "Notification of Moving-In", "Notification of Moving-Out" and "Notification of Change of Address") as well.

Private Apartments

Private accommodation is usually found through an estate agent. A deposit, key money (non-refundable gratuity money), commission, one month's advance rent, fire and housing insurance, common service charge etc, must be paid at the outset. Altogether 3 or 4 times the value of one month’s rent will be necessary. In Nagoya, the average rent will range from 35,000 yen to 60,000 yen per month for a single room.

2.Housing Consultation (Sumai no soudankai)

Housing consultations are held several times a year in the lobby on the 1st floor of International Center. The schedule is noticed by twitter-"Student Exchange Division", poster, or e-mail from the Student Affairs Division of your school.

2.Advising Offices for Housing

The GEC provides consultation to students who need new accommodation. There are "Moving Home" orientations twice a year.

Other Housing

1. International Student Center (ISC)

The International Student Center provides accommodation, various courses, consultation services and information for international students studying at universities in Aichi Prefecture.

2. Public Housing

(1) Municipal Housing

Application procedure Lots are drawn four times a year (May, August, November and February). Application forms for lots will be distributed during the application periods at ward offices and the office called 'Sumai no Madoguchi' in Sakae. Fill in the form and send it by post.
Eligibility •Applicants should be Nagoya city residents.
• Applicants are required to live with family members (spouse/children). A single person cannot apply.
• Applicants do not need a guarantor, but a contact person for emergencies is necessary.
Facilities The apartment's bathroom is not installed with a bathtub and water heater. Installation costs need to be paid by the resident.
Deposit Applicants must pay a deposit that is equivalent to three months'rent.

(2) Prefectural Housing

Application procedure ① Lots are drawn three times a year (May, September, and January)
② Students can apply to join the waiting list anytime.
Eligibility • Applicants are required to live with family members (spouse / children). A single person cannot apply.
• Applicants are required to name a guarantor with a fixed income and a contact person in emergency.
Facilities Older apartments'bathrooms do not have bathtub or water heater.
Deposit Applicants must pay a deposit that is equivalent to three months'rent

(3)"Special Residence" at Aichi-ken Jutaku Kyokyu Kosha

Address 2-11-62 Yamada, Kita-ku, Nagoya (About 15 minutes’ walk from subway station 'Ozone' or 'Heian-dori'.)
Eligibility • Applicants are required to be accompanied by, and living with family members (spouse/children)
• At least one of the family members must be able to understand Japanese (daily conversation, reading and writing).
• Applicants must join the Joint Surety Service for Residential Leases of Nagoya University International Student Support Association.
• Applicants must join the community association, pay the membership, and are expected to join community activities such as cleaning day.
Expenses The usual monthly rent 56,200 yen will be reduced to 28,100 yen during the 'Special Residence' period
Deposit 112,400 yen (56,200 yen×2 months)
Number of Apartments 10 apartments
Application Submit the application form, to the Nagoya Administrative Office of Aichi-ken Jutaku Kyokyu Kosha, along with a letter of recommendation from Nagoya University, which will be issued at Student Exchange Division one week after your request.

(4) UR Rental Housing

Eligibility • Single students are also eligible to apply.
• Applicants are required to prove that their monthly income or stipend is at least 4 times the value of the rent, or to pay the one-year rent in advance.

3. Company Housing

Some companies make their staff dormitories available to international students. Eligibility and other requirements are as follows.

Application period Mostly in January for moving in April, but the time of entry varies. Information is posted on the bulletin board of each school.

* Applicants must join the International Student Housing General Compensation Plan (Ryugakusei Jutaku Sogo Hosho).


Change of Address: "Notification of Moving-In", "Notification of Moving-Out" and "Notification of Change of Address"

When you move to Nagoya city from another city, or move from one ward to another ward in Nagoya city, you need to notify the ward offices of your old residence and of your new residence. In all cases, do not forget to carry your Residence Card and submit the documents at the ward office. You are also required to change your address in your pension book, National Health Insurance Card and "My Number" card if you have.

(1) Notification of Moving-In
When you move to Nagoya city from another city, you need to notify the ward office of your new address within 14 days of your moving in. In this case, you need to submit a "move-out certificate" which you receive at the ward office of your old residence when you submitted "Notification of Moving-out".
When you move from one ward to another ward in Nagoya city, you need to notify the ward office of your new address within 14 days of your moving in as well.
In this case, you do not need to receive a "move-out certificate" at the ward office of your old residence.
Notification of moving-in will be accepted only after you move in. The ward office will not accept it if you have not yet done so.

(2) Notification of Moving-Out
When you move out from Nagoya city, you are required to notify the ward office of your moving out and obtain a "move-out certificate" before you move to another city.
If you are going back to your home country or region and have no plan to come back to stay in Japan, or if you will be away from your residence for a certain period, you are required to notify the ward office of your moving out.

(3) Notification of Change of Your Address (Moving within the same Ward)
When you move within the same ward, you need to notify the ward office of your change of address within 14 days of the change.
Notification of change of your address will be accepted only after you move to your residence. The ward office will not accept it if you have not yet done so.

(4) Application for a Copy of Resident Record
You can get a copy of your resident record at any ward office or branch if you reside in Nagoya. You need to fill your address, name and the name of certificate in "Certificate of Residence or Certificate of Items Stated in Resident Register". The application fee is 300 yen.


Setting up Electricity, Water, and Gas

When moving into a private apartment, you will need to set up electricity, water, gas, and other such utilities yourself. Please refer to the following information for setup procedures.
Please note that if you are late on payments, late payment interest may be charged or your utilities may be disconnected.

Electricity

Once you have decided on where you will be moving to, please contact Chubu Electric Power (0120-921-691) as soon as possible to apply for electricity service. In Nagoya, voltage is 100 V and frequency is 60 Hz. Please keep this in mind when bringing electrical appliances from your home country.

Water

Please contact Nagoya City Waterworks & Sewerage Bureau (052-884-5959) by the day before you wish to start service (for Saturdays, Sundays, holidays, and Year-end and New Year holidays, by the business day before). Generally, water meters are checked once every two months. In some cases, the water bill is paid together with rent. If this is the case, you do not need to set up water yourself, so please check with your landlord in advance.

Gas

There are two main types of gas used: city gas and propane gas. You can check which is used on the rental property information website or when signing the lease. If you would like to use city gas, please contact TOHO GAS at least 3 days before you wish to start service.

How to Pay Utility Bills

Electricity, water, and gas bills can be paid by bank transfer form, direct debit, credit card, and other methods.

Bank Transfer Form A bank transfer form (invoice) with charges listed will be sent to your home, which you can then bring with you to your bank, a post office, or a convenience store, etc. to pay.
If the bank transfer form has a barcode, you may be able to pay by mobile payment or e-money.
Direct Debit Your bill amount will be automatically deducted from a bank account that you register in advance.
However, keep in mind that it takes time to register a bank account, so you will often need to pay by other methods such as bank transfer form, for the first few months.
Credit Card Your bill amount will be deducted from the bank account registered on your credit card. The payment date will be the date specified by your credit card company.
